Japan Faces Tourism Inequality as Foreign Tourists Pile Up in Popular Cities

Japan is a top destination for foreign tourists, including those from Indonesia. The 2025 population movement survey revealed Niseko as the most visited tourist spot by foreign visitors.
This famous ski resort in Hokkaido surpassed other popular destinations, reinforcing the dominance of Japan's International Tourism areas among global travelers.
According to a Kyodo News report on May 9, 2026, high volumes of Tourist Visits remain concentrated at globally renowned locations like Kyoto's historic temple areas and Hokkaido's ski resorts.

Besides Niseko, the UNESCO World Heritage site around Kiyomizu Temple ranked 12th nationally as a major International Tourism magnet. This area has long been celebrated as a cultural icon.
Hakone hot spring resort in Kanagawa Prefecture also draws dense Foreign Tourist crowds, famous for its natural onsens and Mount Fuji views.
The Fuji Five Lakes region at Mount Fuji's base remains another international favorite.
This area offers Japan's highest peak alongside cultural attractions, providing optimal mountain vistas.
Ginzan Onsen delivered a surprise by ranking fourth nationally – the only Tohoku region destination in the top 100.

Conversely, 25 prefectures have no destinations on the list. This disparity prevents equal sharing of economic benefits from Japan's tourism explosion.
Tokyo recorded the highest foreign tourist spending at ¥3.29 trillion, while Shimane Prefecture ranked lowest with only ¥2.25 billion.
The Japanese government targets 60 million foreign visitors and ¥15 trillion in tourism revenue by 2030.
This survey analyzed smartphone location data across 25,000 Japanese districts to map Foreign Tourist traffic patterns.
