Visa-Free Policy Can Boost Foreign Tourist Arrivals by Up to 32.4 Percent

Beyond natural beauty or Cultural Heritage, the ease of entry into a country is also a key consideration for tourists planning an international visit. The Ministry of Tourism assesses that the Visa-Free Visit (BVK) policy can become one of Indonesia's critical assets to compete for global tourist arrivals.

For many travellers, straightforward administrative processes are very often the primary deciding factor when selecting a Tourism Destination. When multiple countries offer simplified entry access, tourists will almost always prioritise destinations with uncomplicated visa procedures.

Indonesia has previously reaped benefits from an identical policy framework. In 2016, the government granted visa-free entry facilities to nationals from 169 countries, as part of official strategy to strengthen the national tourism sector.

This policy drove widespread economic growth across hotels, restaurants, transportation services, right down to small business operators operating at Tourism Destinations.

Research conducted by the World Travel & Tourism Council (WTTC) in partnership with Oxford Economics recorded that visa-free policies are able to significantly boost travel intention from International Tourists.

Following evaluation using 2018 Tourist Arrival data, the projected potential increase in demand from Foreign Visitors was estimated at 32.4 percent. This figure demonstrates just how strongly travel access convenience influences an individual's decision to holiday in a given country.

"This figure confirms that travel facilitation policies hold a strong direct correlation with growth in Tourist Arrivals," stated the Ministry of Tourism.

Impacts do not end at visitor headcount alone: economic circulation within tourist destinations also rises substantially. Tourist spending on accommodation, dining, transport, and on-site activities creates revenue streams that activate numerous economic sectors.

WTTC analysis shows that visa-free policies deliver an average 16.6% annual growth in tourist arrivals. This performance significantly outpaces revised standard visa schemes, which on average only produce approximately 8.1% annual arrival growth.

Competition across the Southeast Asia region presents a distinct challenge for Indonesia. Neighbouring nations including Malaysia, Singapore, Thailand and Vietnam are continuously expanding travel facilitation for Foreign Visitors to solidify their standing in the global tourism market.

In this competitive context, visa policy is no longer regarded as a purely administrative matter. It has evolved into a core component of destination marketing strategy.

That being said, government officials have emphasised that all visa policies will continue to account for national security considerations, reciprocal bilateral state relations, and broader national interests.

Findings from the Asia-Pacific Economic Cooperation (APEC) further reinforce this position. Their research indicates that simplifying or removing entry requirements can lift International Tourist arrivals by between 7.2 and 27 percent.
