Newly Passed by DPR: 3 'Secret' Points in Tourism Law

The Bill on the Third Amendment to Law No. 10/2009 concerning Tourism has been ratified by the House of Representatives of the Republic of Indonesia (DPR RI). The ratification occurred during the 6th plenary meeting of the first session period of the 2025–2026 legislative year on Thursday, 2 October 2025.

Previously, during a working meeting between Commission VII of the DPR RI and the Ministry of Tourism (Kemenpar) on Thursday, 11 September 2025, the Tourism Bill was approved to proceed to the plenary session.

What are the key points in the Tourism Bill?

Minister of Tourism Widiyanti Putri Wardhana explained that several substantive changes in this Bill were jointly agreed upon with the DPR.

1. Ecosystem

The government accommodated substance regarding all aspects of the tourism ecosystem proposed by the DPR with several refinements.

2. Tourism Education

The government plans to enhance human resource quality through formal and non-formal education.

3. Cultural Diplomacy

The government will strengthen culture-based tourism promotion to expand Indonesia's international appeal.

Additionally, the Ministry of Tourism also agreed to reinforce other substantive aspects such as quality, sustainable tourism development rooted in local communities. 

Information and communication technology aspects were included, along with organizing various creative activities to boost tourism attractiveness.

Lengthy Deliberation Process

The journey of this Bill was not brief. Deliberations were delayed at the end of President Joko Widodo's (Jokowi) administration term. It was agreed the Bill would be revisited in the next governmental period.

Finally, the DPR RI and Ministry of Tourism resumed discussions in early 2025, specifically on Monday, 3 February 2025, culminating in today's ratification.

With the Tourism Bill's enactment, the government hopes this new regulation will provide a robust foundation for advancing higher-quality, sustainable, and globally competitive Indonesian tourism. (Antara)
