Japan Faces Tourism Imbalance as Foreign Tourists Overcrowd Popular Cities

Japan stands as a prime destination for Foreign Tourists, including Indonesians. The 2025 population movement survey revealed Niseko as the most visited spot by international tourists. 

This renowned Hokkaido ski resort surpassed other popular destinations, cementing Japan's International Tourism dominance among global travelers.

Per a May 9, 2026 Kyodo News report, high Tourist Visits remain heavily concentrated at globally-renowned locations like Kyoto's historic temple districts and Hokkaido's ski resorts.

Besides Niseko, the UNESCO World Heritage-designated Kiyomizu Temple area ranked 12th nationally as another International Tourism magnet. This region has long symbolized Japanese cultural identity.

Other hotspots for foreign tourists include Hakone hot spring resort in Kanagawa Prefecture, famed for its natural Hot Springs and Mount Fuji vistas.

The Fuji Five Lakes area at Mount Fuji's base also captivated international visitors. 

This location offers Japan's highest peak alongside immersive nature and cultural experiences.

Ginzan Onsen delivered a surprise as the fourth-ranked national destination and Tohoku region's sole entry in the top 100. 

This traditional hot spring resort gained social media fame for resembling Demon Slayer anime and manga settings.

In Shikoku, Naoshima Island entered the Favorite Destination list for foreign tourists. This art island is celebrated for contemporary museums and artistic installations.

Despite Japan's Tourism surge, the Unerry Inc. and Kyodo News survey exposed significant Tourist Distribution inequalities.

Seventy-two of the top 100 tourist spots concentrated in just seven prefectures. Kyoto led with 17 destinations, followed by Hokkaido (16) and Kanagawa (11).

Conversely, 25 prefectures had no listed destinations. This imbalance prevents equitable economic benefits from Japan's tourism boom.

Tokyo recorded the highest Foreign Tourist expenditure at ¥3.29 trillion, while Shimane Prefecture trailed at just ¥2.25 billion.

The Japanese government targets 60 million international tourists and ¥15 trillion in tourism revenue by 2030. 

This survey analyzed smartphone app location data across approximately 25,000 Japanese districts to map Foreign Tourist movement patterns.
