The FIFA Disciplinary Committee has imposed severe penalties on the Football Association of Malaysia (FAM) for proven use of counterfeit documents during the naturalization of seven foreign players who represented its national team. Sanction decision FDD-24394, dated October 6, 2025, states FAM violated Article 22 of the FIFA Disciplinary Code concerning document forgery.
“The Football Association of Malaysia and players Gabriel Felipe Arrocha, Facundo Tomas Garces, Rodrigo Julian Holgado, Imanol Javier Machuca, Joao Vitor Brandao Figueiredo, Jon Irazagamun Iraurgui, and Hector Alejandro Hevel Serrano are held responsible for violating Article 22 of the FIFA Disciplinary Code (Forgery) by using falsified and/or forged documents in FIFA proceedings,” stated the decision, quoted in Jakarta on Tuesday, October 7, 2025.
The federation must pay a 350,000 Swiss franc fine (approximately IDR 7.3 billion) to FIFA. Each player received a 2,000 Swiss franc fine (roughly IDR 41.8 million) and a 12-month ban from all football activities. Penalties take effect upon FIFA’s official notification date.

FIFA’s investigation revealed altered birth documents of players’ ancestors, initially claimed as Malaysian-born to meet national team eligibility. Verification using original birth certificates from ancestral homelands (Argentina, Spain, Netherlands) exposed numerous discrepancies between claims and factual records.
The case surfaced after Malaysia’s June 10, 2025 Asian Cup 2027 Qualifier against Vietnam, triggering complaints about naturalized players’ eligibility.
FAM defended itself by claiming verification through Malaysia’s National Registration Department (NRD) and unawareness of document falsification. FIFA dismissed this as mere administrative error, citing deliberate actions compromising international competition integrity.
