Ministry of Tourism and Bali Provincial Government Collaborate to Realize Sustainable Tourism

Bali is once again in the spotlight, not only for its charm but also for the government's serious steps in improving its industry governance. The Ministry of Tourism together with the Bali Provincial Government held training to help tourism business actors manage risk-based business permits through the Online Single Submission (OSS) system.
The activity held on October 2, 2025, was attended by 80 tourism business actors who did not yet have a Business Identification Number (NIB).
This step is a crucial part of the government's efforts to create an orderly, competitive, and sustainable tourism industry.
“This activity is part of efforts to enhance the governance of destinations to be orderly, competitive, and sustainable,” said Deputy for Industry and Investment of the Ministry of Tourism Rizki Handayani Mustafa.

Rizki revealed that many accommodation units in Bali still operate without legality. Based on data collection, approximately 2,612 unofficial accommodations are spread across various regions of the Island of the Gods. Local governments are currently conducting re-verification to ensure the completeness of their business permits.
“This triggers unhealthy business competition, lowers the quality of tourist services, and creates legal and security risks,” stated Rizki.
The Ministry of Tourism alongside regency/city governments is strengthening coordination to regulate accommodation businesses while developing more comprehensive tourism service licensing regulations.
This step is expected to maintain Bali's reputation as a world premium destination with professional and safe service standards.
“Business legality must be clear so all parties are protected,” he emphasized.
Licensing as a Pillar for Healthy Competition and Sustainability
According to Rizki, having a business license is not merely a formality but also a guarantee of trust and safety for tourists and industry players. With the OSS system, business actors can now manage permits more efficiently and transparently.
“Business licensing is essential to ensure operators can work safely and comfortably while competing healthily,” explained Rizki.
Meanwhile, Bali Governor's Expert Staff for Legal, Political, and Governmental Affairs, Tjok Bagus Pemayun, stressed that business licenses reflect entrepreneurs' responsibility and commitment to the future of regional tourism.
“This coaching clinic is vital so business actors not only know how to access and register for OSS but also understand their obligations and rights after obtaining permits,” he stated.
Bali's Momentum Toward a More Organized Tourism Ecosystem
Throughout 2024, Bali received 6.3 million foreign tourists, accounting for approximately 50% of Indonesia's total foreign tourist visits reaching 13.9 million.
This tourist surge presents significant opportunities alongside challenges in maintaining service quality and destination sustainability.
With rising visits, the need for official, legal, and responsible accommodation grows increasingly urgent. This OSS training program forms a critical foundation to ensure every industry player—from boutique hotels to luxury villas—operates according to global standards and supports Indonesia's sustainable tourism vision.
